Meta location fees: what changes when you advertise ebooks | EbookGPT
Since July 2026 Meta charges a 2 to 5 percent location fee in six countries and hides it from the ads manager. Here is how to adjust your ebook campaigns.

Anyone advertising ebooks on Facebook or Instagram has been paying, since July 1, 2026, a location fee of 2 to 5 percent on ads delivered in the United Kingdom, France, Italy, Spain, Austria and Türkiye. The charge is added to the invoice after delivery and does not appear in the ads manager reports.
If your ROAS report did not change, your real cost did: the fee lands on the invoice, not on the campaign dashboard.

Facebook reactions in motion, the visual vocabulary behind much of social advertising.
What Meta started charging
The official explanation is short: Meta passed on to advertisers the digital services taxes it had been absorbing since 2020. The percentage depends on where the ad is shown, not on where the business is registered. An ebook store in the United States that advertises to readers in Portugal pays nothing, while anyone buying impressions in the United Kingdom pays 2 percent, and in Austria 5 percent.
The detail that confuses most people is where the charge happens. The fee does not come out of the campaign budget: it is added after delivery as a separate line on the invoice or transaction statement. Meta itself uses a simple example: delivering 100 dollars of ads in Italy produces a charge of 103 dollars. Local tax then applies on that total when the account is registered for tax purposes.
Meta was the last of the big platforms to make that move. Google has charged equivalent amounts since November 2020 and Amazon since August 2024. TikTok, Snapchat and Microsoft Advertising do not charge the surcharge today, which changes the math for anyone comparing channels against the same audience.
The ad you buy is not the ad you pay for: the difference arrives weeks later, on the invoice.
The rates by country
| Item | Value |
|---|---|
| United Kingdom | 2% |
| France | 3% |
| Italy | 3% |
| Spain | 3% |
| Austria | 5% |
| Türkiye | 5% |
Rates published by Meta in its Business Help Center, charged since July 1, 2026. The values can change, so check the official page before you commit a budget.
What changes for ebook sellers
For anyone selling ebooks, the effect is quiet and real. If part of your delivery happens in those six countries, the cost per sale rises by 2 to 5 percent without the dashboard telling you. An ebook priced as a practical guide absorbs that increase when the margin is known, and that is where it gets serious: advertising without knowing the real cost per sale compresses the margin with no warning.
On the other side, creative gained weight on October 6, 2026, when Meta opened video generation from static images to all advertisers inside Advantage+ Creative. The platform says more than 60 percent of the time people spend on Facebook and Instagram is spent with video, and it lets the system turn a product image into a video with cuts, audio and automatic captions.
Put the two together and the reading is clear: traffic became a few points more expensive, and what decides the result is the material you feed the campaign. An ebook with a well resolved cover, a properly laid out interior and consistent promo images feeds both formats, and EbookGPT delivers that set in a single production, from the text to the cover, ready to become a static asset or a video.
- Split campaigns by country so you can see what each geography really costs.
- Pull the ROAS for those markets from the billing section, not from ads manager metrics.
- Add a video format to the ad sets that only use static images today, and check every output before scaling.
- Set the budget from the real margin of the ebook, not from the return the dashboard shows.
- Compare TikTok, Snapchat and Microsoft Advertising on the same audience, since they do not charge the surcharge.

A static image that lifts off and becomes a sequence, exactly what Advantage+ Creative does with your asset.
Anyone who knows the real cost per sale sets a budget from margin, not from the expectation the dashboard suggests.
Write the cost down outside the dashboard
Open the billing section at the start of each month and log the fee by country in a simple sheet. It is the only place where the fee shows up.
Recalculate the cost before raising the budget
Add the invoice fee to the month of spend and recalculate the real cost per ebook sale.
With EbookGPT, cover, interior and promo images come out ready to become video.
On the next campaign, test a short video and compare cost per sale with the static image.
